Rome 2 Province Guide



Total War: Rome 2 will have an expanded political system that involves currying favor in the House and Senate, marrying into the right families, and avoiding civil war. Below you'll find two sample Roman provinces: Italy focused on recruiting new troops and Magna Graecia generating high income. In the first case the expansion is very easy: you have to take care of feeding people (farms in Neapolis and Velathri - marked in green, settlement in Neapolis - orange) and public order (yellow school of gladiators being built in Rome).

Clicking on a city that you own will open up the province overview panel: here you can see a summary of the province, its current culture and public order, food production and the income the selected province produces. All of these statistics can be hovered over with your cursor to reveal a tooltip with more information.

Moving to the province overview tab will show you all the cities that are in the province including their respective buildings. However, if you do not currently own all the settlements within a province, their owners' faction flags will appear there instead.

The population surplus (if any) of a province is displayed on the top left of the province overview tab; this is used to create more building slots within a city. If a new slot is left empty for too long it will turn into slums which are expensive to remove, so be careful!

Next to the province overview panel is the details tab, clicking this will reveal a more in-depth look at the province. Here, you can see the current wealth and income of a city, as well as how slaves are affecting your empire. Below that you can see the corruption levels, this will grow with your empire reducing your income over time.

Public order is also displayed: hovering over it will reveal the modifiers affecting contributing to its improvement and decline.

While there are already strategies available on this topic, I wanted to put forward some comments about what to build in provinces from my own limited experience and a brief analysis of the stats.

Macomades

This guide was written based on Patch 8 and focuses a bit more on the mid to late game rather than early game building planning. The guide relates mostly to the Rome factions. I am far from an expert on campaign strategy, but nevertheless thought my input might be helpful to some players.

Why a Province management guide? Rome II differs from previous Total War titles in that there is much more balancing of advantages and disadvantages of different building lines. Earlier games required you simply to grow your population and build the best buildings as and when you could afford them. There might be a choice between castle or city, but that was it. Bigger was better. Not so in Rome II: the bigger the building the worse the penalties. So optimisation of the limited number of buildings that can be constructed in each settlement and province is a case of maximising the advantages and compensating for the disadvantages.
